1.       Review the Planning Department Proposition analysis – the effects were really minimized in the analysis because no one expected this level of preservation activism – staffing and other costs were underestimated, much less the potential delays and dual Commission review of City property

Middle" style="text-indent: -0.25in;">2.       What was the rationale for creating the HPC, and has the rationale proven accurate and necessary?  Were there actions that the Planning Commission took that generated the need for the HPC (UC Extension)

3.       What is the annual cost of the HPC in terms of staffing etc

4.       How many surveys have been adopted/are pending covering what areas since the HPC was adopted.

5.       How has the creation of the HPC streamlined or delayed action on permits

6.       Have recent historic districts allowed more or less authority to be delegated to staff, thus streamlining permitting

7.       Are there other models, either locally or nationally, that both preserve historic resources, either individually or in a district, yet allow minor alterations to be processed expeditiously? (Downtown Conservation Districts do so)
